Is it better to know a lot of languages sort of well, or a few languages really well?

Is learning a lot of languages the same as being a "jack of all trades, master of none"?

I've learned a lot of languages to a low level, and it hasn't done me much good - I still can't really talk to people. I think it's better to concentrate on one language at a time and learn it well.
